The South Carolina Information Exchange (SCIEx) project is designed to bring together information from all incident reports produced by law enforcement agencies throughout the State into a singe data warehouse for sharing and access by any criminal justice agency within the State.  The South Carolina State Law Enforcement Division (SLED) has acquired the Low Country Information Technology Improvement Project (ITIP) as the basis for this statewide information sharing system.  The SCIEx will be established as the heart of the South Carolina Intelligence Fusion Center.

By adopting the Low Country ITIP, SLED is leveraging the successes already achieved by ITIP, the lessons learned, and the developmental efforts which have led to the public domain-based, GJXDM compliant data warehouse.  As a result of these efforts, vendors who have developed records management systems in use by law enforcement agencies in South Carolina were invited to participate in the project.  The vendors were compensated for creating triggers within their existing systems, and implementing them in each of their customer agencies.  These triggers will deliver, in as near real time as possible, new and updated information from each records system, in a GJXDM stream, to the central data warehouse.  An internal software program will match the data elements to the appropriate fields in the SCIEx data tables and update the data warehouse.  All participating agencies will be able to query the system.

In addition to the local agencies, all state-level criminal justice agencies will be asked to participate in the SCIEx system.  These agencies include the South Carolina Department of Probation, Parole, and Pardon Services (SCPPPS); South Carolina Department of Public Safety (SCDPS); South Carolina Department of Natural Resources (SCDNR); South Carolina Department of Corrections (SCDOC); and the South Carolina Judicial Department.

As an ancillary effort, SCIEx produced a web-based system that enables small agencies, with no existing records management system, to electronically enter their police reports into a baseline system provided and maintained by SLED.  This system has provided these agencies with rudimentary RMS capabilities, while enabling these agencies to be fully contributing partners in the SCIEx shared information system.

SCIEx has enabled more than a hundred agencies, large and small, to contribute and share their information to the data repository at the completion of Phase I.  The goal of Phase II is to increase the number of participating agencies by at least a hundred.
