Incident Mapping and Analysis (IMAP)

To help reduce crime and provide more efficient and effective services, law enforcement agencies analyze crime and calls for service data. Mapping software uses information from an agency’s Records Management System (RMS) and/or Computer Aided Dispatch (CAD) System and combines it with a Geographic Information System (GIS). This has helped agencies reduce crime and fear of crime through optimization of personnel and resource allocation. As a result of the success of incident mapping efforts and the now more affordable cost of this technology, many more agencies are incorporating this powerful tool into their day-to-day operations.

The National Law Enforcement and Corrections Technology Center, Southeast Region (NLECTC-SE) has established an Incident Mapping and Analysis Program (IMAP) to provide formal training and technical assistance to law enforcement and corrections related agencies that are using, or plan to use, mapping technologies for crime analysis and other applications. The Center has created a state-of-the-art computer learning facility with twelve (12) working positions.

IMAP includes two courses; the first is the Introduction to Arc GIS I, which is a short introductory course in the techniques of geographic crime analysis for line-level practitioners. It begins with a "primer" session that introduces the concepts of incident mapping, demonstrates the relationship between incident mapping and crime analysis, and presents many of the technical issues that are encountered in a mapping technology implementation effort. Next, the class incorporates one or more of the standard mapping and analysis application software packages commonly used for incident mapping.  Once the users are comfortable with the software, they focus on an applied project in analyzing incidents, solving problems, and presenting results. This method allows users to bring actual data from their home agency and apply the tools, techniques, and skills developed during the class. The advanced IMAP course, Introduction to Arc GIS II will be scheduled as the need is demonstrated.

The NLECTC-SE also created a twelve station portable computer learning lab which provides the capability to offer off-site training assistance at remote locations as needed. IMAP classes, both mobile and at the NLECTC-SE Center, will be scheduled as needed to meet the requirements of the public safety community.
