Federal Excess Property Programs

A primary focus area for NLECTC–Southeast is assistance to State and local law enforcement agencies in obtaining excess Federal property at little or no cost.  This ongoing project focuses on the 1033 Program of the Department of Defense, but also encompasses other property programs such as: Crane Naval Warfare Centers loan/lease of night vision devices, the 1122 Purchase Program, formation of regional distribution centers for computer equipment, and the 1401 Program.  Since its inception in 1997, the Federal excess property programs have directly accounted for over $130 million dollars in equipment transfers to law enforcement agencies in the NLECTC-Southeast region.  This amount does not include the equipment that agencies have obtained through these programs after participating in training provided by the Center.  NLECTC-Southeast plans to continue to expand its efforts and explore new and better ways to leverage the various Federal excess property programs to insure law enforcement agencies can obtain - at a minimum cost - the equipment needed to perform their functions.

Focus Areas

  • Encourage State Coordinators to expand their programs to benefit law enforcement agencies in their States, while coordinating needs with surrounding states.
  • Explore and develop other property programs that may be of value to law enforcement agencies in the NLECTC-Southeast region.
  • Demonstrate value of using the excess property programs to build and expand information technology systems, by selecting law enforcement agencies as test bed agencies.
  • Support all NLECTC regional centers in maximizing Federal excess property programs that will be most beneficial to the specific regions.
